City’s invest into things every day that dont make money. We would not have parks, outdoor hockey rinks, pools, or community centers, let alone roads without tolls if we didn't pay for the things that make a community livable. The Cathedral Neighnorhood Center behind me is one of those things. Budgets are about choices but also values. What do we value and what are we prepared to pay for those things. If we make smart and hard choices now, projections show that future years will see predictable
